Start with the result

Before designing activities, define the result the programme exists to create. A clear theory of change explains how actions are expected to produce outcomes, and it exposes assumptions that should be tested rather than trusted.

Build the results framework

A results framework turns intent into something measurable: outcomes, indicators, baselines and targets. Indicator sheets, data collection tools and clear reporting responsibilities make the framework usable by the people who deliver the work, not only by specialists.

Measurement is only valuable when it changes a decision.

Monitor, evaluate and learn

Monitoring provides regular signals; evaluation explains what worked and why. Both should feed a learning routine in which findings are reviewed, decisions are adjusted and lessons are documented. Dashboards and simple databases help, provided they are designed around real management questions.
